I think it's Melanostoma mellinum...
...but now I'm having trouble with color of halteres. Your female certainly looks like Kevin's, though his appears to be gravid.

And mine is female.

I wished I had something that matched that acid green color to check the camera against, but my color trouble is always, always in bright light, so I'm thinking the hue simply isn't recorded.
I'll see if I can find this image and then play with the gamma and see if it comes out!

I don't know
if this is simply a loss of color reproduction, my camera has occasional issues with blues/purples being off, especially if it is a darker hue, registering a much lighter color hue then in real life, unless I shoot in bright light, with the White Balance in house shade or cloudy.

I've noted I have more then a few of these that look like mellium, yet the halteres are clearish colored. Is there something that matches the clear halteres in Central Coastal Cullyfornia?
