Found on a Royal Catchfly (Silene regia) in Marion County, Ohio.
There's a story here but I don't know what. An aphid... and another bug? Is that a nesting structure?

A. conica nymph; you can clearly see that the head is peaked

You have a...
...nymph in the genus Acanalonia (I wouldn't want to guess at the species) that just happens to be sitting on a a nest of a Potter Wasp.
