I've never seen cicadas in th
I've never seen cicadas in the area, nor heard them. Can someone identify this sp?

 
Platypedia.
Platypedia is the genus. They are very unusual in that the males lack the percussion sound-making organ of most cicadas. Instead, they are "wing-tappers," banging the front margin of the wings against the substrate they are perched on.

 
Clicking noise
Actually, the sound is produced by rubbing the base of the wing against a small projection on the thorax, thus preserving the wings from damage if they attempted to bang them against the substrate!
