Chironomini
Chironomini, probably Microtendipes. You can confirm genus by looking for an erect or backward-directed patch of hairs near the base of the black band on the front femur, contrasting with the typical hairs which lie nearly flat pointed towards the tip of the leg.

It's not the best picture, but I think it shows the backward hairs on the front femur.
