Size: nearly 2 inches
I saw two of these caterpillars - one was in loose dirt trying to dig a hole (my guess) and the other was this one at an Antelope Bitterbrush shrub.

I would say...
Based on the hostplant, this is probably Hemileuca nuttalli.

Thanks so much Ryan. It looks like you are right after googling more images of Nuttall's sheepmoth (Hemileuca nuttalli)and we definitely have those very colorful moths around here - I guess I had just never seen the caterpillar.
