EDIT: An aphid? I don't see any cornicles. This is humiliating, because I was so far off the first time.

ORIGINAL TEXT: I can't tell a psyllid from a psocid, but I think this is one or the other. On a leaf of a shade tree, Frog Park, afternoon.

Host plant...
...appears to be a species of elm (Ulmus), possibly Wych Elm (U. glabra) or of another planted species with asymmetrical leaf bases such as American Elm (U. americana). [Comments based on photo submitted as separate post.]
