Yellow Jacket or Fly?? - Toxomerus geminatus

Size: 3/4 to 1 cm
Lack of long antennae and what appears to be one set of wings (although there may be two overlapping each other) have me undecided if this is a wasp/yellow jacket or a type of fly.

Any/all help is appreciated.

Syrphidae
This is a fly in family Syrphidae (flower flies). Most of them mimic Hymenoptera. A Syrphid specialist will need to ID it more specifically for you.
