Gasteruptiidae
Gasteruption sp. Several species that look like this occur in Washington. However, it is not G. kaweahense which is found only in southwestern U.S. and Mexico.

It appears to closely resemble the G. kaweahense in the BugGuide photo list, but your information negates that. Thanks.
