Size: approximately 1.5 inches
I think this might be a Baltimore Checkerspot caterpillar, but I'm not sure. The plant is common milkweed, but I also saw the same caterpillar on whorled milkweed. There is native turtlehead nearby.

Seems Right
I think you're right. Other photos of C. inopinatus are similar to the caterpillar I see. The angle of my photo exaggerates the spines.
