Genus ID
This is definitely a Neodiprion species. Probably either N. compar or N. abbotii. It is hard to know without a clearer photo of the head. If the top part of the head is pale and there is a clear whitish area above clypeus (mouth) and around eyes, it's compar. Otherwise, most likely abbotii.

Definitely not excitans or abietis.

Balsam Fir Sawfly
Probably Neodiprion abietis, immature. A Google search by latin name will show good photos.

The shape and the number of pairs of prolegs
lead us to suspect this is actually a sawfly larva. Images can be found in the guide here. Do you know what kind of plant it was feeding on?

One of our employees found this one. They were near loblollies. Think this might be a Blackheaded pine sawfly?
