I am unfamiliar with these, but I think this is Tabanus astratus, Black Horse Fly. I do not know how to sex them, but think this is a female.
Body length measured approximately 25mm. This was a very large fly. Found in a residential area on a black wheel-barrow and not close to cattle, horses or deer.
