maybe quadripunctata. The spot must just be damage or discoloration.

 
I don't think it was damage.
I found 5 or 6 of these which had the blue spot in the same area. There were others that looked similar but didn't appear to have a spot, or one of a lesser extent.

 
You're probably right
I see now that some of Bugguide's photos also have these "spots."
