leaf eating beetle - Pyrrhalta viburni

Size: 3/16 inch
Some shrubs in a fence line were loaded with these beetles. There defense mechanism seemed to be to drop to the ground - I had to look to find one still on a leaf.

I can't think of anything else that looks like this.

It looks like the viburnum leaf beetle, a new pest that is spreading all over. Was it on viburnums?
