Identification
I want to agree with Joshua that this is
Sphenoptera jugoslavica
; however, either it is not that insect or the image simply does not show the necessary features, rather it obfuscates them. Actually, to me this looks as much like a dark form of
Nanularia brunneata
, though the nearest recorded locality for that species in in SE Idaho! The bottom line, in my opinion, is that this image does not offer a means to positive identification.
It would be nice to know exactly where the beetle was found, were there others, and what does the habitat look like. Perhaps you will tell me. Futher investigation next summer is warranted, hopefully leading to the capture of at least one specimen for me to study.

Identification
The insect was photographed at 46.620322,-120.49574 in a dry brushy area beneath a locust tree near a pond, wild rose bushes dominated the area. I have some other photos that I will upload hope they help.
