Size: roughly 10 mm?
This is on a Pacific Oleanthe. I am finding more of what I think are these, all females if that is the ovipositor on the back, also on Queen Ann's lace 10 miles further south.

Can I take this as an expert ID?
And I'm not sure, a Male won't have the ovipositor? I haven't seen on yet.
