Estigmene albida/acrea
Estigmene albida and E. acrea both occur in your area. A hindwing view will distinguish the males, with the orange-yellow hindwing in E. acrea.
Moths of Western North America notes that Estigmene albida is often more abundant, but the two can appear together.(1)
The bolder terminal line, as in your photo, can be found in both species.
