Unknown caterpillar - Rusicada privata

I found this caterpillar on a rose a sharon bush in my backyard after a storm. It looked like it was about to make it's cocoon because it was was still on one of the branches. It has short, sparse hairs on it's body; and it had an orange band right behind the head and light orange, vertical stripes.
