Another possibility
The brown wing tips and short cerci seem to suggest this isn't an emerald (a young individual, which the eyes would indicate, should still have the cerci). It's out of range, but why not an older Swift Setwing (Dythemis velox)?

I've been emailing with state expert for dragonflies; he informs me that the Swift Setwing has been recorded and vouchered from Indiana in 2008 at Greene county, which is about 50 mi. NW from this site.
Local experts have been waiting to see if the 2008 find was only an ephemeral irruption, or a true range extension for D. velox.

well, maybe
maybe it is, but where's the green eyes,and "irridescent metallic sheen of thorax"? Plus, their habitat is supposed to be "dark, tree-lined streams", not sunny lake shores.
But, if it's a teneral or juvenile, I guess 'all bets are off'.

Immature emeralds have brown eyes. The thorax is in shade so can't irridesce and given they have wings they can show up anywhere. Is there a stream within a mile or 2? I'm not saying I'm right, but it looks like an emerald and the number of species in your area is limited.

Oh yeah, iridesce means reflected light doesn't it (silly moi).
in fact, the lake is stream fed (twice), so you are no doubt correct.
