On Desert Broom (Baccharis sarothroides). Don't know if the fluffy white mass (about 35 mm long) is associated with the insect or the plant. There are several masses on the plant and they are new over the past few days. I didn't get a chance to measure the insect but estimate it was about 5 - 7 mm.

Yes; it looks like the female is depositing wax tufts over the egg slits.

I have collected on desert broom many times, but not seen this one. Watch for the common leafhopper with black stripes on the wings!
