Size: 1 inch???
This Sympetrum (?) was at the shoreline of a cattail surrounded dredge pond near the Powder River at the west end of Phillips Reservoir, Baker County, OR. I couldn't find any dragonfly image on Bugguide with similar light colored venation on the forewings.

Sympetrum danae (Black Meadowhawk) is correct. The pale-colored costa (leading vein of the fore-wing) is quite interesting, but I'm guessing that it is just an odd variation within the species.
