Mass of petrified larvae?

Size: < 1/2" diameter
This was found on the underside of a maple leaf and at first resembled a gall, but on closer inspection looks like a mass of larvae or worms, or maybe an egg mass. It was hard to the touch and possibly was not alive, or was dormant. Very weird. Any ideas?

Ken's right, as usual. I find tabanid eggs over dry ground not infrequently. I think maybe not all larvae are fully aquatic. Rich woods makes sense--I would be surprised to see them in a dry oak forest.

Was this near or above water or marsh?

Not really near water
It was a rich deciduous woods in north-central Ohio. I think there was one stream we crossed in there, but it wasn't very close to where this was found.
