Mass of petrified larvae?

Mass of petrified larvae?
North-central County, Ohio, USA
August 11, 2011
Size: < 1/2" diameter
This was found on the underside of a maple leaf and at first resembled a gall, but on closer inspection looks like a mass of larvae or worms, or maybe an egg mass. It was hard to the touch and possibly was not alive, or was dormant. Very weird. Any ideas?

Moved
Moved from ID Request.
Ken's right, as usual. I find tabanid eggs over dry ground not infrequently. I think maybe not all larvae are fully aquatic. Rich woods makes sense--I would be surprised to see them in a dry oak forest.

whatever they are..... they look alive to me. But who am I? :o)

Makes me think of Tabanid eggs

That's just a guess, though, and could be way off. Hold on to hear from Charley. He'll know.

Near water?
Was this near or above water or marsh?

Not really near water
It was a rich deciduous woods in north-central Ohio. I think there was one stream we crossed in there, but it wasn't very close to where this was found.
