That's certainly an interesting place to find a giant water bug!

Are those eggs on it's back? I thought water bugs looked like cockroaches.

 
Yes, the tall grey structures
Yes, the tall grey structures are eggs. Belostomatids tend to lay their eggs on the backs of the males. There are also a few red mites present.
