Stream Bluet - Enallagma exsulans - Male
That is a male Stream Bluet. It is a "Black-type" bluet with a black 'V' in the blue on segment 8 (the tip of the abdomen). They are typically found at medium to large streams.

 
Interesting...
This was along the Des Plaines River, which I usually consider too big to be a stream. Where I was, the river was about 30 -40 feet wide, but it's not very deep.
