L. depressa
Lipoptena depressa is the only species of the genus currently known from California. It can be distinguished from the co-occurring Neolipoptena ferrisi by the number of fronto-orbital bristles (2-3 in Lipoptena vs ~15 in Neolipoptena) and presence vs absence of distinct media tergites on the abdomen. I think I can see 3 fronto-orbital bristles (though admittedly, I'm not 100% sure).
