Scymnus?
While I'm no expert, my understanding is that the Mealybug Destroyer (Cryptolaemus montrouzieri) specializes mostly on mealybugs, not aphids, as seen here. Other related genera have similar white waxy growths. For instance, this might be a species of Scymnus
