Was this taken on birch?
Maybe a longshot to ask, given that it's been nearly a decade since you photographed it. I suspect this may be Chamaepsylla hartigii, which would be a new genus for the guide, but it's tough to be sure from just this photo.

I haven't seen this type of Psyllid before. The other day I collected a couple of the Calophya nigripennis.
