Different species
The other fly's wing has a swelling where R1 meets C. This does not. Possibly that is eudactylus and this is tonsus.

Now we just need to find out what it is. If only we could get one of the dipterists to take voucher specimens:-)

Do you have a shot from which you can judge "hind femora ciliated on lower inner edge"?

Yes, indeed, definitely a Dolichopus species (male), recognized by the enlarged and modified apical tarsomeres of leg I.
