I am assuming this is a gall maker. If it is a predatory type I don't know what it is.

Likely Rhopalomyia
The ovipositor suggests a plant feeding form. If yours is a species recorded from Chrysothamnus, you can choose from several Rhopalomyia or Asphondylia bigeloviaebrassicoides. (One other species doesn't look like this.) The antennae say Rhopalomyia to me but the structure of the ovipositor may be more telling to an expert.
