Likely Rhopalomyia
The ovipositor suggests a plant feeding form. If yours is a species recorded from
Chrysothamnus
, you can choose from several
Rhopalomyia
or
Asphondylia bigeloviaebrassicoides
. (One other species doesn't look like this.) The antennae say
Rhopalomyia
to me but the structure of the ovipositor may be more telling to an expert.
