Given locality and traits of the pictured insect...
Given locality and traits of the pictured insect, I'm most inclined towards Tibicen winnemanna. This species is common in and around s. & se. PA.

Tenerals (=newly emerged/young adults) can be challeging to id. due to muted & pale coloration, however, this specimen is well within the norm and characteristic of T. winnemanna.
