Diplous californicus (Mots.)
It's a Diplous- habitat and overall habitus fit the genus well. Also none of the Hyherpes pterostichines have dorsal elytral punctures. Members of this group are usually found on creek/river banks. Based on large size, black appendages and pronotal shape, I'm confident that this is D. californicaus..Nice find!

 
My first guess was...
Pterostichus, but the habitat and the shape of the body did not make me feel confident even about the genus level.
