Definitely a pompilid
Juanita Rodriguez says that this is Psorthaspis legata. She is working on her Ph.D. with this genus.

I'm always shocked at how similar these are to velvet ants in color. This is the exact pattern of Dasymutilla vesta or D. nigripes females.

No kidding!!! Cool! When I saw it, I was without my camera... thinking it was an elusive make velvet ant....RAN like a mad man to get my camera and got a few shots before it flew away.
