Definitely were on the upper side of the leaves. My guess is red oak but I'm not certain maybe this larger view will help?

I don't think these are C. lanata. They sort of look like C. piperoides in the later photos, but I'm not sure.

Perhaps Callirhytis lanata?
The white-to-pale-pink color and the fact that the hairs on these galls are short and fine suggest Callirhytis lanata [https://bugguide.net/node/view/746571] which does occur in Canada. But I know too little about galls in this area to provide an ID.
