Fishing Spider
This is actually a fishing spider in the genus Dolomedes. I'd guess it's probably D. triton, the Six-spotted Fishing Spider. Compare to others
here

Green Spots
The green spots on the egg sac may just be some duckweed (Lemnoideae). This time of year it covers everything around here.
