Icerya purchasi (Monophlebidae), the cottony cushion scale. The orange is the body, the white is wax that forms the ovisac, which contains the eggs.

Wow...a mealybug? Unbelievable! And here I thought I had discovered a tiny, beautiful chrysalis! Now what is a native Australian mealybug doing in Escondido, California, one wonders?? Anyway, thank you for the interesting information!

Reminds me of a scale insect.
