Can you elaborate on "from goldenrod"? Did this emerge from a gall or leaf mine or something?

 
Not from a gall
You may have edited your comment after I read it, because I don't remember the question. This was not from a gall or mine, so it must have been on the goldenrod plant. I have a photograph of a goldenrod with a leaf mine from the same day. I don't remember if the wasp was on that plant.
