Seems to be the introduced Rhagio lineola, locality fits as well since R. lineola are well collected in the Ottawa area.

As a guess
I'd start looking among the Snipe Flies, perhaps near genus Rhagio. I hope someone who knows these can do better --- an interesting bug!
