Syrphid fly - Ocyptamus fuscipennis

Around sumac flowers. Never observed nectaring. Hovers near and lands for brief moments on nearby leaves. No interactions with nectaring insects observed.

Ocyptamus fuscipennis looks good to me.

But I'm no expert. Suggest you move it to Ocyptamus, where it'll probably have a better chance of further ID.
