Overexposed, but perhaps enough is there for an ID. I took a faint stab at it and came up with Libellulidae, but got no further.

Looks like Georgia River Cruiser (Macromia illinoiensis georgina).

Bottomland dragonfly
It looks like a Cruiser, though I couldn't tell you which one.
