This Syphrid Fly is feeding on a Swamp Rose Flower.

Not aphids
Adult Toxomerus feed on nectar and pollen, and perhaps on honeydew, but not on aphids. They don't have the mouth parts to do so. Only the larvae can eat aphids.

The text says that this on is eating a flower(Pollen). It says "Aphid eating fly", not fly eating aphid.
