No, don't let those feathery antennae fool you
This is one of the Chironomidae - Midges in the fly Order Diptera. Images can be found in the guide
here
. Some are even identified as Tanytarsus - Green Midges in the guide
here

Well, by the antenae I can tell you that it's not a fly, but rather a very small moth, beyond that I can't add much.
