Painted Skimmer
Looks like a Painted Skimmer to me.
The angles not great to see the markings but a Halloween would have very different markings on the abdomen. (Best view to ID these for beginners would be looking straight down onto them, I even take most of my photos like that still as it shows of the colours nicely. :P)

PS, a Painted is a really nice find. Quite rare in my area and only seen sporadically, often when they are migrating through. Nice find!

You may be right - it does have that white marking on the body ... I only have other similar views of it, nothing from the top ...

Yep, the white mark on the thorax is fairly distinctive. The Yellow/orange on the abdomen is indicative it's not a Halloween Pennant (good indicator but don't necessarily guarantee Painted as there are a few that have similar abdomen marks but the Halloween would have red triangles in the center-top of the abdomen/tail)
