A terrible, terrible photo, but this seems like an Ormyrus to me. I'm not sure if it came out of the hole on the other side of the gall or if it just happened to land on the gall.

... this is Ormyrus.

Ormyrus or…
I think the only other possibility based on what can be seen here is a pteromalid. Both groups attack cynipids which are associated with this particular oak gall species.
