Size: 10 mm
I first thought of a Nematus, but finally, I belive Tenthredo is more likely ...
Note how the antennae are of two colors.

Tenthredinidae, Allantinae
Macremphytus semicornis (Say). Probably the least common of the dogwood sawflies.
