Steffanolampus salicetum
This is Perilampidae, Steffanolampus salicetum.
It has 7 funicular segments and fused gastral tergite 2 and 3 like other Perilampids. Has deep scrobal cavity like many Perilampids. And it also has upturned ovipositor, a disgnostic feature of this genus.

I added a species page but only moved the images to genus because you didn't mention how to separate it from other species. Or are there no others in the genus it could be?
Edit - I see that there is only one species in the genus but please correct me if I misunderstand. I do not have access to Peck (1974) without fee. You might check the Info page for errors. I know nothing about wasps.

The well-armoured black body, a large and finely sculptured thorax, a short pronotum, wing venation, antennae, and swollen femurs suggest this family.
