I think this is some kind of insect gall, they're exclusively attached to the center vein on the underside of Quercus lobata leaves and easily break into many parts.

There's a tree at the Honey B
There's a tree at the Honey Bee Haven that's lousy with these and other galls. It's spectacular, really. I was opening a bunch of them up just Tuesday.
