I'm almost certain this is Actenoptera. The key character in the MND key isn't visible (R1 setulose above), but the head chaetotaxy is pretty distinctive and matches the illustration for this genus. Compare also these images from Norway.

Hi Joel,

I think you have nailed it - we have an id on a specimen from the same site and it sure looks right. I wonder if the larvae grab their tails and flip as per the usual skipper mode and the recent brouhaha over tiger beetle larvae that do the same?
