The "vest" reminds me of early Sonny & Cher garb. These guys are a lot easier to shoot when they're dining.

Ron,

Dapper 'Sonny' here (a male) is a Stenopogon - a large group with many Calif. species. Based on locality & vestiture, this Stenopogon seems to be S. breviusculus.
