The United States Dept. of Agriculture National Agricultural Library has this (No. 552) and many other Agriculture Handbooks available for viewing or download. This link takes you to the main page for The Yellowjackets of America North of Mexico (No. 552):

Yellowjackets of America North of Mexico

Recently had a chance to look at this publication. It is quite good, with a great worker key and nice big black and white drawings. And then pages and pages of info on biology etc. The only drawback is that the parasitic species (two in the NE, maybe others?) are not in the key because they do not have a worker class. The Queen takes over the nest of another species and lets those workers do the work. Interestingly this reference does have good right-ups on these species, you just can't find them going through the key. Also of course there are no keys for males or queens.

Another, older reference, of which I do not have a full citation is; Supplement 22 of the Canadian Entomologist. It has a key that is a little harder to use but still with good B&W drawings and includes males and queens but does not include the introduced V. germanica or the "new" species V. flavopilosa. If you can get both you're set.
