I believe this is a twelve spotted skimmer. Please provide confirmation.

I agree with the Halloween Pennant.

Compare the Halloween Pennant (Celithemis eponina)

Females have small yellow bands on their wingtips, males have orange to red. Yours is a male.

With the Twelve-Spotted Skimmer (Libellula pulchella)

Mature males have white bands next to their black bands, along with more white coloration on body. Females will have golden coloration to their bodies, and lack the white banding.
