looks like a male Ceuthophilus
However, I need to check to be sure it's in that genus. I might be able to get the species too, since there shouldn't be so many to choose from in North Dakota as there are further east or south. These are really hard to identify from photos, unless you have shots of male subgenital plates and/or the inner (hidden) valves of the female's ovipositor.
